Fractional CHRO Consultancy · CHRO consulting firms, interim HR, or a CHRO in the seat
Fractional CHRO consultancy is searched by companies that need board-level people leadership without a full-time chief people officer. Some buy it from fractional CHRO consulting firms, which sell projects or a CHRO from their team; some need interim HR consultancy — an HR director full-time for a restructure; some need a fractional CHRO who holds the seat a few days a week. Fractional Quest is a recruitment agency, not a consulting firm: we do not employ consultants or run consulting projects. We find the interim, fractional or permanent leader for your brief, and they contract with you directly.

What fractional CHRO consultancy covers
This page sets out which shape fits, what to ask, and what the market publishes on CHRO rates. The board below shows current HR leadership roles.
Fractional CHRO consulting firms usually sell a project — an organisation design, a reward review, a culture programme — or a CHRO from their own team on a retainer. The firm holds the relationship, and the person who pitches is not always the person who does the work.
Interim HR consultancy usually means an interim HR director or CHRO, full-time for a fixed term, to run a restructure, a TUPE transfer, a merger integration or a gap between permanent leaders.
A fractional CHRO is one named chief people officer on a standing weekly commitment: people strategy, organisation design and the board conversation, with HR operations left to the team or a provider.
Fractional Quest is a recruitment agency, not a consulting firm: we do not employ consultants or run consulting projects. We find the interim, fractional or permanent leader for your brief, and they contract with you directly.
The discipline as a whole: HR consultancy. The people: HR consultants. The seat in every shape: CHRO services.

The scope
What a CHRO owns — and what HR consultancy usually covers instead
The CHRO seat. The people strategy and organisation design; talent acquisition, development and succession; reward, performance management and policy; employee relations, change and restructuring; culture, engagement and the HR team.
Not CHRO work. Payroll processing and HR administration can sit with an HR operations team or provider. Legal claims may need employment counsel alongside HR.
CHRO or HR director. The CHRO owns people strategy at board level; the HR director runs the HR function day to day.
When companies look for fractional CHRO consultancy: Rapid hiring with no structure, a restructure or redundancy programme, rising attrition, employment law changes to implement, or a board asking for a people plan.
The process
How does a brief become a shortlist?
Six steps, one accountable person at each. We don’t promise a shortlist by a date; the weeks below are what a well-scoped brief usually takes.
- Day 001The 15-minute callThe seat, the engagement shape, the days or hours, the start date and the budget. No account needed; a call or a written brief. You and us
- Week 102Scope agreed in writingThe outcome the seat exists for, which days, and how the engagement will run for IR35. A brief that describes a person rather than a job, we rewrite with you.Us

What it costs
CHRO rates what the published benchmarks say
Every figure is the named source’s own published band. Fractional Quest publishes no fees: each candidate on a shortlist states their own rate.
| Benchmark | Published figure | Source |
|---|---|---|
| Interim CHRO day rate | £900–£1,500 | Robert Walters 2026 (London contract) |
Against the alternatives
CHRO consulting firm, interim HR or a fractional CHRO
Three ways to buy senior people leadership, plus the permanent hire.
| CHRO consulting firm | Interim HR director or CHRO | Fractional CHRO (placed by us) | Permanent CHRO | |
|---|---|---|---|---|
| What you buy | A project, or the firm’s CHRO on retainer | One leader full-time for a fixed term | One named CHRO, days a week | A full-time CHRO |
| Who you contract with | The firm | The interim, directly | The CHRO, directly | Your employee |
| Best when | A defined people project with a clear output | A restructure, TUPE transfer or gap needs full-time leadership | You need board-level people judgement every week, not every day | People leadership is full-time work for years |
| Accountable after | Until the project ends | Until the hand-over | Yes — they stay | Yes |
The decision
When fractional CHRO consultancy is the right call
Three situations, and the shape that fits each.
- GrowthPeople decisions reaching the boardA fractional CHRO sets the people strategy, policies and leadership development on a standing weekly commitment, with HR administration handled by the team or a provider.
- ChangeA restructure or TUPE transferA restructure needs to be run fairly and lawfully. An interim CHRO leads consultation, communication and delivery.
- A projectOne defined piece of people workA reward review or an HR system selection with a clear output can be bought as a project — ideally under a senior HR owner who stays.
Vetting
How do we vet a fractional CHRO?
Five stages before anyone reaches a shortlist of three to five.
- Pedigree screenTenureWe verify prior tenure in the seat, at the scale and stage you need. No consultant presenting as an executive.
- Mandate fitFitFit to your stage, sector and the problem the seat exists to solve, not a CV keyword.
- Reference deep-diveVerifyWe take references ourselves, from recent clients and boards: what they delivered, not what they titled it.
- ShortlistShortlistThree to five candidates, each with day rate, availability and IR35 position set out.
- Kick-offStartScope, first-month outcomes and the contract agreed before day one.

questions to ask
Four questions for fractional CHRO consulting firms and for any CHRO you hire
Who does the work? Ask for the named person, and whether the person who pitches is the person who delivers.
Strategy or casework? A CHRO sets people strategy and organisation design; a fractional HR director handles more of the operational load. Brief the one your problem needs.
What have they led? Restructures, TUPE transfers, reward redesigns — and what happened afterwards. Acas publishes the codes and guidance any HR process will be measured against.
Standing. The CIPD is the professional body for HR and people development; CIPD membership and grade is the usual professional marker.
how we work
If the answer is a leader, not a fractional CHRO consultancy brief to shortlist
Brief. A scoping call on the problem, the shape (fractional days, an interim mandate or a permanent seat), the start date and what success looks like in the first ninety days.
Shortlist. We search for your brief and come back with a shortlist of 3–5, each with day rate or salary, availability and IR35 position set out, assessed through our five-stage vetting.
Contract. You choose; the leader contracts with you directly, usually through their own company for fractional and interim work. Agree how the engagement will run in practice, because that decides its IR35 status — HMRC’s guidance for clients sets out who makes the determination.
Standing. Check professional standing before you sign: the CIPD — the professional body for HR and people development; Acas — free, impartial advice on workplace rights, rules and best practice.
The right route
Agency, recruiter, interim or permanent?
Three taps. Say how much senior work there is, for how long, and whether it is one leader or a run of hires; the tool names the route.
An embedded fractional recruiter.
A hiring plan to work through below the leadership team is a talent-acquisition job: a recruiter inside your business for part of the week, paid for their time. We don’t supply them; the page below explains the role.
A non-executive director.
Independent oversight and constructive challenge, not executive direction. We recruit NEDs through the same brief process.
An advisor, not yet a seat.
Less than a day a week of senior input is advisory. Buy it as a scoped engagement; when it grows into a day or more, brief us for a fractional executive.
An interim executive.
Four or five days for a fixed period is interim: cover for a departure, a turnaround or a transaction. The IIM puts the UK average at £907 a day and ten months.
A permanent search.
Four or five days of work, ongoing, is a full-time seat. We recruit permanent executives through the same brief process.
Brief a fractional recruitment agency.
Senior judgement for part of the week: a fractional CFO, CTO, CMO or COO on one to three days. We come back with a shortlist of three to five, each with day rate, availability and IR35 position set out.
We recruit executives. We don’t supply embedded fractional recruiters; where that is the right route, the tool says so.

Questions
Fractional CHRO Consultancy questions, answered
They usually sell a people project — organisation design, reward, culture — or supply a CHRO from their own team on a retainer. Ask who will be named on the engagement and whether they can be changed without your agreement.
Usually an interim HR director or chief people officer working full-time for a fixed term: a restructure, a redundancy programme, a TUPE transfer or a gap between permanent HR leaders. They run the process and hand over a settled organisation.
A CHRO owns people strategy at board level; an HR director runs the HR function and more of the casework. Smaller businesses often need the HR director first. See HR consultancy for the HR director shape.
Fractional Quest is a recruitment agency, not a consulting firm: we do not employ consultants or run consulting projects. We find the interim, fractional or permanent leader for your brief, and they contract with you directly.
A consultancy firm prices its own way; we cannot speak for it. For the leader in the seat, the market publishes bands: Interim CHRO day rate £900–£1,500 (Robert Walters 2026 (London contract)). Fractional Quest publishes no fees; each candidate on a shortlist states their own rate, so the cost is the rate times the days you agree.
It depends on how the engagement runs in practice — control, substitution and whether the fractional CHRO is part and parcel of your organisation — not on the label "consultant" or "consultancy". For medium and large private-sector clients the client makes the status determination. Every candidate on our shortlist states their IR35 position.
