A fractional recruiter works as part of your team, not as a supplier to it. The usual scope: agreeing each role with the hiring manager; writing the advert; sourcing and screening candidates; running interviews to a consistent process; keeping the applicant tracking system clean; and closing offers. Over time a good one leaves a process behind that works without them.

Who uses one

Growing companies with a hiring plan too big for managers to handle alone, but not big enough for a full-time in-house recruiter. Businesses that want candidates to deal with someone who speaks for the company. And people teams that need extra hiring capacity for a busy period. How to hire a fractional recruiter

1. Start from the hiring plan

List the roles for the next few quarters, by function and seniority, and what is failing today: slow shortlists, candidates dropping out, inconsistent interviews, managers who never give feedback. Then decide the days a week and how long the engagement runs.

2. Set the rules they work to

There is no process set by law for recruiting, but employers must follow a fair one, and discrimination and data protection law apply throughout, Acas notes. The ICO’s recruitment guidance covers how candidates’ data is handled from advert to deletion, and every new starter needs a right to work check before they begin. A fractional recruiter should own these steps, not leave them to hiring managers.

3. Test the track record

Ask for the roles they filled somewhere similar, how long each took, and what the hiring managers would say about them. Ask to see a process they built: the interview guide, the scorecard, the candidate emails. Take references yourself.

4. Settle the engagement

Agree the days, the roles in scope, the systems they will use and who signs off offers. If they will work through their own company, check IR35 before the start date (below).

Fractional talent acquisition: building the hiring function

Fractional talent acquisition is the function view of the same idea: someone senior who builds how a company hires, part of the week. It covers workforce planning with the leadership team, the hiring process and its stages, the applicant tracking system, employer brand, and training hiring managers to interview well. A fractional recruiter fills roles; a fractional talent acquisition lead designs the system the recruiters work in. In a small company one person often does both.

IR35 and fractional recruiters employed part-time or through a company

A fractional recruiter is either employed on a part-time contract or works through their own company. Where they work through their own company, the off-payroll working rules (IR35) may apply. In most cases the client decides the worker’s status; for a small client outside the public sector, the worker’s own company decides.
