Fractional L&D jobs: what a part-week learning leader owns

The CIPD describes a learning and development strategy as the plan for how an organisation develops its workforce’s capabilities, skills and competencies, and calls it a key part of the overall business strategy. A fractional L&D lead owns that plan and makes it happen: the skills the business needs next, manager and leadership development, onboarding that gets people productive, the compliance training the law requires, the learning platform and its content, the apprenticeship budget, and evidence that any of it changed how people work.

It is a leadership seat, not a delivery one. L&D coordinator and trainer roles, which run courses and administer the platform, are a different and more junior hire and are not what this page covers. The difference from a training provider is ownership: a fractional L&D lead is accountable for the capability plan between their days, not for selling a programme.

The titles fractional learning and development jobs use

The same part-week seat is advertised as learning and development lead, head of learning, head of L&D, head of talent development and, at executive level, chief learning officer. Where the job is the whole people function and learning is one part of it, the seat is a head of people or HR director instead: hire a fractional head of people or hire a fractional HR director.

What fractional L&D jobs pay

No source we trust publishes a fractional L&D day rate or an L&D lead salary, so we do not quote one; every candidate on a shortlist states their own. A fractional fee is the day rate times the days worked. Our rate calculator does that arithmetic.

How to hire a fractional L&D lead

1. Name the capability gap

Start with what people cannot yet do, not with a course list. New managers who have never been trained to manage, a sales team selling a product that changed, a regulated business whose training records would not survive an audit, an apprenticeship budget going unspent. Then decide the days a week and who the role reports to, usually the head of people or the CEO.

2. Pitch the level of the seat

An L&D lead builds and runs the learning plan for a business or a division. A chief learning officer sets learning strategy at executive level across a larger organisation, often with a team and a platform budget to lead. If there is nobody to run courses or administer the platform, budget for that too, or the lead ends up doing it.

3. Check the evidence

Ask for a programme they designed, how they measured it and what changed as a result. Professional standing helps: the Learning and Performance Institute is the professional body for workplace learning and performance and publishes a Capability Map for assessing individual and team capability, and CIPD membership is another signal. Take references from the leaders whose teams they trained, not only from HR.

4. Settle the engagement

Agree the days, the outcomes for the first three months, the budget they control, and who handles urgent compliance training between their days. If they will work through their own company, check IR35 before the start date (below).

Fractional chief learning officer: learning strategy at the top table

A fractional chief learning officer is the executive version of the seat, held for part of the week. The brief is wider than an L&D lead’s: learning strategy tied to the business plan, a view on which skills the business must build and which it should hire, a learning organisation to lead, a platform and content budget to control, and a voice at the leadership table when the business changes shape.

The seat suits a larger organisation, or one where learning is part of what it sells, more than a small company. In a smaller company, a chief learning officer brief is often an L&D lead brief with an executive title; be honest with candidates about which it is, because the people who want each are different.

Test candidates on the change they led at the top, not the courses they commissioned. Ask for the capability plan they took to a board, the investment they stopped, and how they showed the result. L&D lead vs head of people: which seat you need first

The L&D lead vs head of people question is about order. A head of people builds the foundations: contracts, policies, a hiring process, a performance cycle. An L&D lead builds skills on top of them. A company with no handbook and no performance cycle needs a head of people first, and learning is one part of that job. A company with a working people function whose managers and teams lack skills needs an L&D lead.

Some companies hire one person for both at first. That works while learning is a small part of the week; once the skills plan needs its own budget and time, split the seats. 07/ training law and the levy

Training the law requires, and the levy an L&D lead should spend

Some training is not optional. The Management of Health and Safety at Work Regulations 1999 require employers to give adequate health and safety training when people are recruited and when they face new or increased risks, repeated periodically where appropriate, and during working hours. The HSE’s brief guide to health and safety training sets out who needs it and how to organise it. An L&D lead owns the plan and the records.

Larger employers also pay the Apprenticeship Levy each month through PAYE once their pay bill passes HMRC’s threshold, and still pay it if they already contribute to an industry training levy such as the CITB levy. The government is turning it into a Growth and Skills Levy: funds in the apprenticeship service account can pay for apprenticeships and apprenticeship units or be transferred to another employer, and funds entering accounts from August 2026 expire sooner than before. An unspent levy is money lost, and spending it well is part of the L&D lead’s job.

IR35 and fractional L&D roles employed part-time or through a company

A fractional L&D lead is either employed on a part-time contract or works through their own limited company. Where they work through their own company, the off-payroll working rules (IR35) may apply. In most cases the client decides the worker’s status. For a small client outside the public sector, the worker’s own company decides; HMRC sets out the size tests in its guidance for clients.
