What an operations consultancy covers

This page sets out what an operations consultancy engagement covers, how fractional, project and interim compare, how it runs and what the market publishes on rates. The board below shows current operations leadership roles.

Operations consultancy at leadership level is about ownership, not advice. The COO turns strategy into execution: operations, process, delivery, people systems and the operating rhythm of the business.

Fractional Quest is a recruitment agency, not a consulting firm: we do not employ consultants or sell a team. We find a fractional COO or operations director for your brief — fractional, interim or permanent — and they contract with you directly.

A COO consultant is usually a fractional COO consultant, holding the operating brief a few days a week, or an interim COO for an integration or turnaround. See fractional COO.

Three seats

What does a fractional seat look like in practice?

Three fractional seats our founder has held. Real companies, named with their permission; we state only what the seat covered.

The scope

What an engagement covers — and what it does not

In scope. The operating model and organisation design; process, delivery and operational performance; the planning cadence, OKRs and operating rhythm; scaling operations, support and supply chain; freeing the CEO to focus on strategy and external relationships.

Not in scope. Financial control sits with the CFO and technology with the CTO or CIO. A COO consultant coordinates those leads; one asked to replace them is overloaded.

The neighbouring seats. The COO owns how the business runs; the operations director runs a defined operations function; the CEO owns where it is going.

When companies look for operations consultancy: A founder-CEO buried in operations, growth outrunning process, missed deliveries, or a board asking who is running the business day to day.

What it costs

COO rates what the published benchmarks say

Every figure is the named source’s own published band. Fractional Quest publishes no fees: each candidate on a shortlist states their own rate.

What does part of a COO’s week cost?

Rate × days × weeks, against a loaded full-time package. Move the sliders; the numbers redraw.

Against the alternatives

Four ways to buy operations expertise fractional, project, interim or permanent

The same operations problem can be bought four ways. The difference is who does the work, for how long, and who is accountable afterwards.

The decision

When operations consultancy is the right call

Three situations, and the shape that fits each.

  • Founder overloadThe CEO is running operationsThe founder-CEO is buried in day-to-day operations. A fractional COO installs the operating rhythm and takes the load.
  • IntegrationTwo businesses, one operationAfter an acquisition, an interim COO leads the operational integration full-time to a fixed end point.
  • ScaleProcess breaking under growthDeliveries slip and teams collide. A fractional operations leader fixes the processes that break at scale.

Vetting

How do we vet an operations consultant?

Five stages before anyone reaches a shortlist of three to five.

  1. Pedigree screen
    Tenure
We verify prior tenure in the seat, at the scale and stage you need. No consultant presenting as an executive.
  2. Mandate fit
    Fit
Fit to your stage, sector and the problem the seat exists to solve, not a CV keyword.
  3. Reference deep-dive
    Verify
We take references ourselves, from recent clients and boards: what they delivered, not what they titled it.
  4. Shortlist
    Shortlist
Three to five candidates, each with day rate, availability and IR35 position set out.
  5. Kick-off
    Start
Scope, first-month outcomes and the contract agreed before day one.

The full process is on how we vet.

how it runs

How our operations consultancy works from brief to the first ninety days

Brief. A scoping call on the problem, the shape (fractional days, an interim mandate or a permanent seat), the start date and what success looks like in the first ninety days. A good brief names the decisions the operations leader will own.

Shortlist. We search for your brief and come back with a shortlist of 3–5, each with day rate or salary, availability and IR35 position set out, assessed through our five-stage vetting.

Contract. You choose; the consultant contracts with you directly, usually through their own company for fractional and interim work. Agree how the engagement will run in practice, because that decides its IR35 status — HMRC’s guidance for clients sets out who makes the determination.

Cadence. A fractional operations leader works best on fixed days with a standing slot with the CEO. Review the days each quarter. An interim works to a written mandate with review points and a hand-over date.

fractional or firm

Fractional operations consultant or an operations consultancy firm? who stays accountable

Operations consultancy firms are bought for a review or a programme: a process redesign, a cost-reduction exercise, a lean rollout. They recommend; someone inside still has to run the business differently on Monday.

A fractional operations consultant is a different purchase: one senior person who holds the brief week after week and answers for the outcome. A fractional COO installs the operating rhythm, fixes the processes that break at scale and coaches the team leads on a standing weekly commitment.

Out of scope either way. Financial control sits with the CFO and technology with the CTO or CIO. A COO consultant coordinates those leads; one asked to replace them is overloaded.

Standing. Check professional standing before you sign: the Chartered Management Institute — the chartered body for management and leadership.
