What is a fractional IT Director?

A fractional IT director is a senior IT leader who runs a company's IT function for part of the week, on an ongoing basis: systems and infrastructure, the service desk or managed-service provider, suppliers and licences, the IT budget and the security basics. Companies hire a fractional IT director when IT has become too important to leave to a generalist or an outsourced provider, but is not yet big enough to justify a full-time director.

It is operational leadership with a seat at the leadership table. The government's Digital and Data capability framework describes the service-management side of the job: defining service levels, managing multi-sourced support, and making sure technical change is communicated and governed. A fractional IT director carries that, plus the budget and the report to the board.

IT director vs CIO

An IT director runs IT; a CIO decides what technology the business needs and answers to the board for technology strategy and risk. In a smaller company one person may do both. If the need is board-level strategy, a transformation or a PE value-creation plan, look at a fractional CIO, or an interim CIO for full-time cover. If the need is IT that is reliable, secure and good value, an IT director is the better fit.

IT director vs CTO

A fractional CTO owns the product a company sells and the engineering team that builds it. An IT director owns the internal technology the company runs on: laptops, networks, the cloud tenancy, business applications, access and backups. A software company may need both; most other businesses need the IT director first.

IT plan, budget and suppliers

Setting a plan and a budget for IT, then holding suppliers to it: managed-service contracts and service levels, software licences, telecoms, hardware lifecycle and renewal dates. Much of the early value sits in contracts that nobody has reviewed since they were signed.

Security and resilience basics

Putting in the controls that stop common attacks, and being able to show customers they are there: Cyber Essentials, backups that have been test-restored, access reviews, two-factor authentication and an incident plan. In DSIT's Cyber Security Breaches Survey 2025/2026, 65% of medium and 69% of large businesses identified a breach or attack in the previous 12 months. Where security needs its own leader, a virtual CISO can work alongside the IT director.

Data protection and board reporting

Personal data held in IT systems must be protected by appropriate technical and organisational measures under UK GDPR; the ICO's advice for small and medium organisations is the practical starting point. The IT director turns all of this into a short report the directors can act on, and the NCSC's Cyber Security Toolkit for Boards sets out the questions a board should be asking.

Interim IT director — full-time cover for a fixed term

An interim IT director runs the IT function full-time for a defined period. The usual reasons are covering a departure or long absence, stabilising the estate after an outage or a breach, or taking one programme through to handover: an office move, a cloud migration, separating IT after a carve-out, or a new business application. A fractional IT director gives you part of the week on an ongoing basis; an interim is there every day until the job is finished.

Brief the exit before the start. Say what "done" looks like, who inherits the function, and what the interim must leave behind: supplier contracts and renewal dates, an asset register, documented backups and restore tests, an access review, and a risk log the board can read. The NCSC's Cyber Security Toolkit for Boards is a useful frame for that last item.

On contracts, an interim employed directly for a set period is on a fixed-term contract. One engaged through their own company falls under the off-payroll working rules (IR35): status depends on how the engagement runs in practice, and a medium or large client makes the determination. If the gap is at board level, technology strategy rather than running IT, look at an interim CIO instead.

Part-time IT director for SMEs — and the virtual IT director model

Many SMEs have IT that is mostly outsourced, with a managed-service provider for support and cloud software for the rest, and nobody senior inside the business who owns it. A part-time IT director for SMEs fills that gap for a day or two a week: setting the IT plan and budget, holding the provider to its service levels, deciding what to buy and what to retire, and reporting technology risk to the directors. The same arrangement is often called a virtual IT director, especially when most of the work is remote. The job is the same.

The first priorities are usually the basics. Cyber Essentials, the government-backed scheme built on five technical controls, is a sensible baseline, and some customers require it of their suppliers. The ICO's guide to data security explains what "appropriate technical and organisational measures" means for personal data. In DSIT's Cyber Security Breaches Survey 2025/2026, 43% of UK businesses identified a breach or attack in the previous 12 months, and 47% had two-factor authentication in place.

A part-time IT director does not replace the provider's engineers, and is not a CIO: the job is to make IT run well, not to redesign the business around technology.
