What is a fractional chief data officer?

A fractional chief data officer is a CDO engaged for part of the week, on an ongoing basis. “Fractional” describes the days, not the seniority: the person holds the data seat in full and answers for it to the board, for an agreed number of days rather than five. The fractional CDO meaning in one line: the whole data brief, part of the week.

The government’s Digital and Data capability framework describes the senior version of the seat: a chief data officer ensures the organisation can use data to make better decisions, sets the vision and strategy for data, improves its quality, makes sure it is used ethically and within the rules, and works with cyber security so data stays secure while staying accessible. The same tasks apply in a company; a fractional CDO does them on fewer days.

CDO, CIO or data protection officer?

A CIO owns the systems the business runs on; a fractional CIO is the part-week version. A CDO owns the data those systems hold and what it means. A data protection officer is a separate, independent role: the ICO says a DPO must be independent, an expert in data protection and report to the highest management level, and any other duties must not create a conflict of interest. What a fractional CDO does, week to week

The first month

An inventory of what the business holds: where its data comes from, which systems keep it, who relies on which figures, where two reports disagree, and what personal data sits where. The output is a short data strategy the leadership team can agree, with named owners for each data domain and a list of what to fix first.

Ownership and governance

Most data problems are ownership problems. The government’s data ownership model puts it plainly: data ownership is not about possession, it is about formalising the roles of the people responsible for data through its life cycle. A fractional CDO sets those roles up, and the policies on access, retention and quality that go with them.

A typical week

The leadership meeting, a review with the data and analytics team, decisions on platform and supplier questions, progress against the data-quality plan, and the requests from the business that need a yes or a no. Days are agreed in the contract and change with the work. Building pipelines and dashboards stays with data engineers and analysts; the CDO decides what they build and checks it.

Data, AI and the law

Using data for AI raises the same questions in sharper form: whether the business may use the data, whether it is accurate, and how a decision can be explained. What a fractional CDO costs the day rate, and the full-time comparison

A fractional CDO is paid a day rate for the days worked, so the cost is the rate times the days. No source we can verify publishes a fractional CDO day rate today, so we print none: the rate depends on the size of the data estate, how regulated the data is, whether AI is in scope, and how many days the work needs. We set out each candidate’s day rate on the shortlist.

For a full-time chief data officer, Robert Half’s 2026 starting salary projections put base pay at £88,250 to £132,500 (25th to 75th percentile), median £110,250 (Robert Half). In London the band is £120,000 to £180,250, median £150,000 (Robert Half). A head of data and analytics, one level down, has a national median of £75,750 on the same page. A salary carries employer costs on top; a day rate does not, so compare like with like.

Fractional CDO vs interim CDO part of the week, or all of it for a while

Fractional CDO vs interim CDO comes down to the days and the end date. A fractional CDO holds the seat part of the week, on an ongoing basis, while the business needs senior data judgement without a full-time week. An interim chief data officer works full-time for a fixed term: a data platform programme, a regulatory remediation, an integration after an acquisition, or cover after a CDO leaves.

A head of data is different again: a permanent manager who runs the data team day to day. Many companies start with a fractional CDO who sets the strategy and hires the head of data, then step down the days as that person settles in.

When to hire a fractional CDO the usual triggers

Companies usually look at when to hire a fractional CDO once data decisions have outgrown a founder, a finance director or a head of analytics, but do not yet fill a chief data officer’s week. The common triggers:

Reports that disagree. Finance and sales each have a revenue number, and nobody owns the definition.

An AI or analytics programme. The board wants to use the company’s data with AI and needs someone to decide what may be used, and how.

A platform decision. A warehouse, lakehouse or new customer data platform, where a wrong choice costs years.

A due diligence or a regulator. A buyer, an investor or the ICO asks how the company governs its data, and nobody senior can answer.

If the work is daily and has an end date, an interim CDO fits better. When it fills the week, most companies move to a full-time CDO, sometimes the same person; we recruit that permanent hire too.

How to hire one the short version

Write down what the CDO must deliver in the next twelve months, who they report to, what they can decide and how many days that takes. Ask candidates for a data strategy they wrote and saw through, and take references from the executives they reported to.

Settle the contract before the start. Where the CDO works through their own company, the off-payroll working rules (IR35) may apply; status depends on how the engagement runs in practice, and a medium or large client makes the determination (HMRC’s guidance for clients sets out the size tests). Usually not. The ICO says a DPO must be independent and that other duties must not create a conflict of interest (ICO). A CDO decides how data is used, so the two roles normally sit with different people.
It depends on how the engagement runs in practice, not on the title. In most cases a medium or large client decides the status; for a small client outside the public sector, the worker’s own company decides (HMRC). We set out each candidate’s IR35 position and do not promise an outcome.
