Fractional recruitment works differently from a permanent search — shorter, scoped by days a week, and priced on the engagement. Send a CDO brief and we come back with a shortlist of three to five vetted candidates.

01/ the role

What is a fractional Chief Data Officer?

A fractional Chief Data Officer provides comprehensive data leadership on a part-time basis. Organizations hire a fractional Chief Data Officer for senior-level expertise to establish data-driven cultures, implement enterprise data strategies, and build scalable data organizations without the full-time executive investment.

Fractional CDOs work with companies during critical data maturity phases - enterprise data transformation, regulatory compliance initiatives, AI/ML enablement, or comprehensive data governance implementation. They establish enterprise-grade data frameworks and build the organizational capabilities needed for sustained data excellence.

02/ scope

Core fractional CDO responsibilities

Enterprise data strategy and vision

Developing comprehensive enterprise data strategies, establishing data-driven culture initiatives, and creating long-term data roadmaps. Setting organization-wide data objectives and building frameworks to measure data maturity and business impact.

Data governance and compliance

Implementing enterprise-grade data governance frameworks, establishing data stewardship programs, and ensuring regulatory compliance across all data operations. Managing data privacy, security, and ethical use of data at organizational scale.

Data platform and infrastructure leadership

Designing scalable data architectures for enterprise environments, selecting and implementing data platforms, and overseeing cloud data migration strategies. Ensuring data infrastructure supports advanced analytics, AI/ML, and real-time decision making.

Data organization and capability building

Building comprehensive data organizations, establishing centers of excellence, and developing data literacy programs across the enterprise. Creating career paths for data professionals and establishing best practices for data science and analytics delivery.

How to hire a fractional Chief Data Officer

Start with a written brief — organization size, sector, and transformation agenda. Expect the engagement to open with an intensive strategy and assessment phase, then move to ongoing leadership and implementation oversight on a set number of days a week, with governance milestones agreed up front.

05/ healthcare data

Fractional chief data and analytics officer — data leadership in healthcare

A fractional chief data and analytics officer (CDAO) combines the chief data officer's remit — data strategy, governance and quality — with ownership of analytics and reporting. The combined title is common in healthcare, where hospitals, clinics and healthtech companies need one senior person to make patient and operational data usable while keeping it safe.

Healthcare adds rules a general data leader may not have worked under. Health data is special category data under UK GDPR, with extra conditions for processing, as the ICO explains. Confidential patient information is also governed by the Caldicott Principles set by the National Data Guardian. And any organisation with access to NHS patient data and systems must provide assurance through the Data Security and Protection Toolkit. A fractional CDAO for a hospital or healthtech should have run that assurance before, not learn it on your engagement.

Scope the engagement around the decisions you need: an analytics strategy for a new service, a data platform choice, a toolkit submission, or the governance to share data with NHS partners. Then agree the days a week and the milestones in the brief. If the brief is mainly security, pair the CDAO with a fractional CISO; for the general data-leadership brief and published contract rates, see hire a fractional CDO.

Fractional head of data — when you need a data lead, not a chief

Not every organisation needs a chief. A fractional head of data — sometimes titled director of data science or director of analytics — leads the data team and its delivery: the platform, the pipelines, the models and the reporting the business relies on. A chief data officer sets data strategy for the whole organisation and sits with the executive team; a head of data makes that strategy work.

Public role definitions help draw the line. The UK government's Digital and Data capability framework describes a head-of-data-governance level that leads governance frameworks, standards and data risk across the organisation, while its chief data officer role sets the organisation's data vision and strategy and works with senior leaders on priorities. Use the gap between them to decide which seat you are hiring for.

Note that CDO can also stand for chief digital officer — a different seat, owning digital transformation and channels rather than data; see fractional Chief Digital Officer. This page covers data. When you brief us, say which level and which remit you need: we come back with a shortlist of 3–5 candidates, each through our five-stage vetting. For AI-led data work, see fractional CAIO jobs.

Fractional CDO FAQ

The questions people ask before bringing in a fractional CDO.

Submit a brief with your organisation size, sector and transformation agenda. We come back with a shortlist of 3–5 candidates taken through our five-stage vetting, each with day rate, availability and IR35 position set out.

PayMetric Labs publishes a UK Chief Data Officer contractor day rate of £788–£1,013 (P25–P75), median £844, for 2026. The total then depends on the days a week you buy and for how long — an intensive strategy and assessment phase costs less than ongoing transformation leadership.

Yes — a fractional Chief Data Officer gives you enterprise-grade data leadership for a few days a week, covering data strategy, governance, compliance and organizational capability building without the full-time executive investment.

On a set number of days a week that depends on organisation size, often flexibly around strategic initiatives and governance milestones. Many start with intensive strategy and assessment phases, then transition to ongoing leadership and implementation oversight.

Typically mid-market to large enterprises implementing comprehensive data strategies, plus scale-ups preparing for enterprise-level data capabilities. Also established companies undergoing digital transformation or M&A data integration.

They focus on strategy, governance, and organizational leadership rather than hands-on technical work. They oversee technical teams and ensure implementations align with enterprise data strategy and governance requirements.

Initial data strategy and governance frameworks come first; measurable improvements in data quality, compliance posture and analytics capabilities follow once they are in place. Agree the milestones for each stage in the brief rather than relying on a generic timeline.

Fractional CDOs are ongoing partial resources, a set number of days a week. Interim CDOs are temporary full-time coverage, usually for specific transformation projects or executive transitions.

Many have deep expertise in particular sectors - financial services, healthcare, retail, or manufacturing. This specialization allows them to bring proven enterprise data strategies and regulatory knowledge specific to industry requirements.

A part-time senior data leader — often titled chief data and analytics officer — for a hospital, clinic or healthtech company. On top of data strategy and governance, they work to healthcare's rules: health data is special category data under UK GDPR, patient information follows the Caldicott Principles, and organisations with access to NHS patient data must complete the Data Security and Protection Toolkit.

Yes, if the gap is the data science itself rather than data strategy. A fractional director of data science leads the models, the experiments and the data scientists who build them, and decides which problems are worth modelling at all. A chief data officer owns the organisation's data strategy, governance and quality, which the data science depends on. If your data is not yet trusted or well governed, start with the CDO; if it is and the team needs senior technical direction, a director of data science fits better. Brief us for either and we come back with a shortlist of 3–5.

A chief data officer sets data strategy for the whole organisation and works with the executive team; a head of data leads the data team and delivers that strategy — the platform, pipelines, models and reporting. Some organisations need a head of data first, with a fractional CDO setting direction on a few days a month.
