What is an interim chief data officer? The whole seat, for a fixed term

What is an interim chief data officer? A senior data executive who runs the CDO seat in full for a set period, usually against a programme or a problem, then leaves. The Institute of Interim Management defines interim management as leadership by an independent, board or near-board level manager or executive, over a finite time span. An interim CDO holds the authority of the seat: the data strategy, the decisions on who may use which data, the data team and the board report.

The work is the same as the permanent seat. The government’s Digital and Data capability framework lists it: set the vision and strategy for data, lead its implementation, decide what data and data technology the organisation needs, improve data quality, make sure data is used ethically and within the rules, and work with cyber security to keep it secure and accessible. The interim does it on a deadline.

On the client’s side of the table

Most data programmes involve a platform vendor, a systems integrator or a consultancy. The interim CDO sits on the client side: they decide what the programme must deliver, hold suppliers to it and tell the board how it is going. For the permanent remit, see chief data officer.

How to hire an interim CDO

Name the programme or the problem, the deadline and what the interim must hand over before you write a job title. Decide who the interim CDO reports to and what they can sign off. Then test it: ask for a data programme they owned on the client side, and take a reference from its sponsor, not only from a line manager.

What an interim CDO costs the day rate, and what moves it

An interim CDO is paid a day rate for the days worked, usually five a week, with no bonus, pension or notice period on top. No source we can verify publishes an interim CDO day rate today, so we print none. The rate moves with the size of the data estate, how regulated the data is, whether the brief is a rescue or a planned programme, and how soon the interim must start. Against a permanent hire, Robert Half’s 2026 starting salary projections put a chief data officer at £88,250 to £132,500 (25th to 75th percentile), median £110,250 (Robert Half), and £120,000 to £180,250 in London, median £150,000 (Robert Half), before employer costs. Interim CDO: what one does, stage by stage

An interim CDO works through an assignment in stages. The IIM’s guide to interim management names them: entry, diagnosis, proposal, implementation and exit. On a data brief they look like this.

Entry and diagnosis

The first weeks go on what the business holds and how far it can be trusted: the systems, the data flows, the definitions that disagree, the access nobody reviewed, the personal data and where it sits. If a programme is already running, its plan against what has been delivered.

The proposal

Then a plan to the sponsor: what to fix first, who will own each data domain, what to build or buy, and what can wait. The government’s data ownership model is a useful template for the ownership part: it formalises who is responsible for data through its life cycle.

Implementation

Running the programme and the data function together: governance, quality, suppliers, people and reporting. Where the law has moved, the ICO’s guidance on the Data (Use and Access) Act 2025 sets out what changed for organisations; where the board needs to ask the right questions about cyber risk to its data, the NCSC’s Cyber Security Toolkit for Boards gives it a structure.

Exit and handover

A written record of the data owners, the policies, the open risks and the decisions still to make, a team that can run what was built, and often help appointing the permanent CDO or head of data.

Interim CDO vs fractional CDO delivery, or continuity

Interim CDO vs fractional CDO comes down to days and duration. An interim CDO takes the whole seat, full-time, for a fixed term, usually to deliver one programme or fix one problem. A fractional chief data officer takes the seat part of the week with no set end, to give the business senior data direction it could not otherwise justify.

Choose interim when a programme or a regulator’s deadline needs a full-time owner, or when the CDO has left mid-programme. When to hire an interim CDO and for how long

Four situations account for most interim CDO briefs. A programme: a new data platform, a migration or an AI programme that needs a senior owner on the client side. A remediation: a breach, an audit or a regulator’s finding that must be put right by a date. A transaction: bringing two companies’ data together after an acquisition, or separating it for a sale. A departure: the CDO leaves with work half done.

How long? Tie the term to the programme’s milestones or the deadline, with a review point and an agreed way to extend if a date moves. Across all disciplines the IIM’s 2026 survey puts the average assignment at 10.0 months; it is an all-discipline average, not a CDO rule.
