How an interim project manager is paid, and why the unit is the day

An interim project manager runs one project full-time, from a fixed start to a fixed end: a systems rollout, a migration, a regulatory change, an office move.

They are paid for the days worked, either invoiced through their own company or through a payroll on a PAYE contract.

The APM defines project management by its final deliverables, constrained to a finite timescale and budget.

Project work is the biggest single part of the interim market.

The Institute of Interim Management’s 2026 survey puts project and programme roles at the top of its role types, with about a quarter of all roles.

Across all functions, the IIM puts the average assignment at 10.0 months, the average gap between assignments at 3.2 months and the average days billed in a year at 148.

That makes the day rate the real unit of pay.

There is no salary, no employer pension and no paid holiday, and the interim carries the gaps between contracts.

An interim who works through their own company pays themselves through salary and dividends from what the company earns, after its costs and Corporation Tax.

How to hire an interim project manager

1. Define the project and its end

Say what the project must deliver, by when and within what budget.

A defined deliverable with an end date is what lets you hire by the day.

In central government, the Project Delivery Functional Standard sets the expectations for how projects and programmes are directed and managed.

2. Decide IR35 status at the start

If your business is medium or large, you make the status determination for the engagement and give the contractor your reasons.

Settle it before you go to market, because it changes the rate candidates quote.

3. Check whether it is a project or a programme

Several linked projects that only pay off together need a programme manager.

The APM describes programme management as the coordinated management of projects and business-as-usual work to achieve beneficial change.

Robert Walters puts a London programme manager in commerce and industry at £800–£1,200 a day on a PAYE contract, against £650–£1,000 for a project manager.

Interim pay and IR35: who decides, and what it changes

Tax status turns on how the engagement runs, not on the title or the contract alone.

Under the off-payroll working rules (IR35), a medium or large client makes the status determination; for a small client outside the public sector, the contractor’s own company decides.

The rules apply contract by contract, so one project manager can have engagements on both sides.

The IIM’s 2026 survey puts the average interim day rate at £949 outside IR35 and £830 inside, across all functions.

Robert Walters labels its contract rates PAYE: paid through a payroll with tax deducted, not invoiced by the contractor’s own company.

IT Jobs Watch’s London median is £575, against £513 for the rest of the UK.

Its regional medians run from £464 in Scotland to £550 in the Midlands.

Robert Walters’ PAYE bands show the same pattern.

London project managers in commerce and industry earn £650–£1,000 a day.

In the regions the bands are £400–£750 in the Midlands, £350–£700 in the North and £400–£650 in the South, with Robert Walters averages of £505, £525 and £560.

Sector adds to the rate.

Robert Walters puts London project managers in financial services at £700–£1,000 a day, and £800–£1,000 in financial services technology.

The range runs from £400 to £700, with the middle half between £456 and £625.

A year earlier the median was £525.

No contractor is paid a salary, but the day rate can be compared with one.

At £538, 220 days would bill £118,360, and the IIM’s all-function average of 148 days billed would bill £79,624.
