Fractional project manager jobs: what the role delivers

A project has an end. The Association for Project Management’s definition puts it plainly: project management has final deliverables constrained to a finite timescale and budget, and that final deliverable is what separates it from ordinary management, which goes on. A fractional project manager takes one such piece of work, plans it, runs the risks, issues and changes, reports progress against the plan and closes it in a controlled way, on the days agreed.

When part of a week is enough

Fractional works when the project needs steady control more than daily coordination: a sponsor who wants a plan they can trust, a board that wants honest reporting, suppliers who need managing, a team that does the work but has nobody holding the thread. It works badly when the project is large, fast and full of daily decisions. Then you need a full-time project manager, on contract or through an interim hire, and the fractional route is the wrong one.

Project manager or product manager?

The two titles are one letter apart and often confused in searches. A project manager delivers a defined change and then leaves it. A product manager owns a product that has no end date: who it is for, what to build next, whether the last release worked. How to hire a fractional project manager

1. Write the project down

State what it must produce and why. The APM suggests framing objectives as outputs (a new system), outcomes (staff using it) and benefits (lower costs), plus the time, cost and quality limits. A brief with those five things attracts project managers; a brief that says “help us get organised” attracts consultants.

2. Size the days honestly

Count the fixed rhythm first: the steering meeting, the weekly plan review, supplier calls, the report. Then add time for the risks you already know about. If that fills most of a week, hire full-time for the duration. If the project is one of several that need joining up, you may need a programme manager (below).

3. Check the credentials that matter

Qualifications show method; evidence shows delivery. The APM’s Chartered Project Professional standard is open to people with or without project qualifications who have significant experience of projects, programmes or portfolios. PMI’s PMP certifies leading projects in predictive, hybrid or agile ways of working. PeopleCert’s PRINCE2 portfolio is a globally recognised set of project, programme and portfolio methods. Ask for a plan they wrote, a project they recovered and one they recommended stopping.

4. Settle the engagement

Agree the days, the reporting line (usually a sponsor), what the project manager can decide alone, who covers urgent issues between their days, and the end date. If they will work through their own company, check IR35 before the start date (below).

Fractional programme manager: when several projects add up to one change

A fractional programme manager runs a group of projects as one change. The APM defines programme management as the coordinated management of projects and business-as-usual activities to achieve beneficial change, and says programme planning is always benefits-led. The programme manager handles day-to-day management of the programme, coordinating the projects and the change activity, while a sponsor and a programme board provide governance.

The method most UK programme managers know is MSP, which PeopleCert now publishes as PRINCE2 Programme Management: guidance on governance, vision, leadership and benefits realisation. In government, the Project Delivery Functional Standard (GovS 002) is the approved reference for directing and managing portfolios, programmes and projects across departments and arm’s length bodies. A candidate who has worked to it can explain what a senior responsible owner expects.

Before you hire one, check the projects underneath. Part-week programme management suits a programme with capable project managers who need someone to hold the benefits, the dependencies and the board. The project manager vs programme manager vs PMO lead question turns on what has to be joined up. One piece of change with an end date needs a project manager. Several projects that only pay off together need a programme manager who owns the benefits. Many projects that each run well but report in different ways need a PMO lead. Decide which of the three you are trying to hire before you write the advert.

IR35 and fractional project roles employed part-time or through a company

Project and programme managers often work through their own limited company, and the off-payroll working rules (IR35) may apply. In most cases the client decides the worker’s status; for a small client outside the public sector, the worker’s own company decides. HMRC sets out the size tests in its guidance for clients.

Status turns on how the engagement runs in practice, not on its label. A defined deliverable, the right to send a substitute and control over how the work is done all bear on it; set them out in the contract and run the engagement that way. Our IR35 guide sets out the tests.
