PLEASE INCLUDE YOUR EMPLOYEE IDENTIFICATION NUMBER (EIN) WHEN APPLYING AND INDICATE IN YOUR COVER LETTER YOUR PERMANENT CIVIL SERVICE TITLE.

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF's Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general. This includes analyzing the revenue and distributional impacts of proposed changes to the tax system, monitoring and reporting on tax and parking revenues, working with local and state public agencies and private sector interests to promote improved tax administration, and advising the commissioner, Executive Office, and the New York City Office of Management and Budget on revenue and budgetary issues. The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOF’s Audit Division. Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on tax-related issues.

Tax Policy seeks a Deputy Director to serve in the Data Intelligence Group. Reporting to the Senior Director, the selected candidate’s duties and responsibilities will include, but are not limited to the following:

  • Assist the Senior Director in providing supervisory direction over a unit engaged in the performance of strong computer and analytics skills with the aim of identifying audit-worthy tax returns and data quality/integrity review.
  • Assist the Senior Director with model development and with communication with senior Audit staff to ensure models are developed accurately and in accordance with Audit's requirements.
  • Prepare and evaluate model reports for bi-weekly model meetings, research report issues/anomalies to advise adjustments or corrections, and track model results to inform ongoing modeling efforts.
  • Respond to ad hoc and special project data requests by producing or overseeing the production of accurate, relevant, well-documented, and properly formatted research or analytic results and providing these to the requesting party.
  • Supervise and participate in the ongoing review of tax return adjustments which trigger Quality Assurance and Egregious cases.
  • Perform difficult and complex computer applications programming, using SAS, including macros (e.g., subroutines).
  • Develop, update, and maintain standardized SAS code and associated datasets for preparing data for use in modeling, recalculation of tax, identification of non-filers, etc.
  • Assist with the development and implementation of dozens of models for the corporation tax, the general corporation tax, the unincorporated business tax (proprietorships and partnerships), the commercial rent tax, the real property transfer tax, the hotel tax, and other special projects. This entails understanding complex tax laws and the myriad data sources available to identify taxpayers that may be underreporting, as well as businesses that are not fulfilling their filing requirements.
  • Additional Information:
