What is a Chief Product Officer?

On this page, CPO means Chief Product Officer: the executive who owns what the company builds and why — product vision, strategy and the roadmap, and the product managers, designers and researchers who deliver it. SFIA’s product management skill describes the work: defining product vision, strategy and roadmaps aligned with organisational goals, setting pricing strategy, and managing products across their lifecycle. The government’s Digital and Data capability framework runs its product ladder up to head of product, and puts the job simply: make sure products provide value by balancing user and business needs.

A CPO usually reports to the CEO and sits beside the CTO. The CPO decides what gets built and in what order; the CTO decides how it is built and runs engineering. Some companies combine the two seats in one person.

When you need one

The usual signals: the founder or CEO still owns the roadmap and has become the bottleneck; several product teams pull in different directions; the company is moving into a new market, pricing model or platform; or the board asks for product metrics that nobody owns.

Not every gap needs a full-time executive. If product leadership is needed for part of the week, hire a fractional CPO. If a CPO has left and you need full-time cover while you search, hire an interim CPO. If the gap is below executive level, hire a fractional product manager.

How to assess a Chief Product Officer

Test the product judgement, not the title

Ask each candidate to walk you through a product they took from strategy to a measurable result: the problem, what they chose not to build, how they priced it, and which metric moved. Then give them a live problem from your own roadmap. Agree the criteria before the first interview and use the same questions and task for every candidate — CIPD’s guidance on selection methods favours clear, structured and transparent processes, and covers interviews, skill-based assessment tasks and references.

Check how they handle personal data

A CPO signs off products that process personal data. Under UK GDPR, data protection has to be considered at the design phase and throughout the lifecycle — the ICO’s guidance on data protection by design and by default sets out what that means. Ask how they built it into discovery and delivery rather than adding it at the end.

Take references from both sides

Speak to a CEO or board member they reported to and an engineering leader they worked beside. Ask each the same question: what shipped because this person was there, and what did not?

What it costs to hire a Chief Product Officer

Salary. Morgan McKinley’s 2026 salary guide puts the average Chief Product Officer salary in London at £190,000–£230,000, and £210,000–£250,000+ with five or more years in the role; its figures are base salary. One level down, Robert Half’s 2026 guide puts a head of product at £77,000–£113,250 nationally, between the 25th and 75th percentiles. Equity. Many CPO packages include share options. Under Enterprise Management Incentives, a qualifying company — since 6 April 2026, one with assets of £120 million or less and fewer than 500 full-time employees — can grant options worth up to £250,000 in a three-year period. The employee must work at least 25 hours a week, or 75% of their working time, for the company, which a part-week fractional CPO may not meet.

Chief Product Officer recruitment: how the process runs

Chief Product Officer recruitment starts with the brief, not the job title. Write down what the CPO will own — strategy, roadmap, pricing, design, research — what stays with the CEO and the CTO, and the result the board expects in the first year. Then decide whether the seat needs five days a week. That decides the route: a permanent search, an interim, or a fractional CPO.

Run it as a structured process: agree the assessment criteria before you meet anyone, give every candidate the same questions and work-sample task, and take references before the offer. The legal checks are the ordinary ones. For an employee, you must check their right to work before they start. If the CPO will be a statutory director, the general duties of directors in the Companies Act 2006 apply to them.

Chief Product Officer headhunter fee: how search is priced

A Chief Product Officer headhunter fee is set by the contract between you and the firm. The Employment Agencies Act and the Conduct Regulations cover executive search consultants and bar them from charging candidates for finding work, but they do not regulate the fees charged to hirers (GOV.UK guidance on the Conduct Regulations). So compare how firms are paid, not only the headline rate.

Retained search: one firm is engaged exclusively and paid in stages as the search progresses, with the total usually worked out from the appointee’s first-year pay. You pay the early stages whether or not you hire. Contingent search: the firm is paid only if its candidate is hired, and may be competing with other firms on the same brief. Retained firms often belong to the AESC, whose members are guided by its Code of Professional Conduct.

Ask for the fee basis in writing: what the fee is calculated on (base salary alone, or base plus bonus and equity), when each part falls due, and what happens if you stop the search. If you take on an interim CPO supplied by an employment business and later employ them permanently, any transfer fee must follow Regulation 10 of the Conduct Regulations.
