Fractional business development jobs: what a BD director owns

Business development is the work of finding revenue the business does not have yet. A fractional BD director owns that for part of the week: which new markets and customer types to go after, which partners and channels to build, which large accounts to open, and which tenders to bid for. The difference from a sales director is direction. A sales director runs the team that converts demand already in the pipeline; a BD director creates the routes that feed it.

Director-level, not manager-level

Many searches are for a fractional business development manager. That is usually a more junior hire: an individual who works a territory or a list of accounts to a plan somebody else set. This page is about the director seat that sets the plan. If what you need is meetings in the diary, fractional SDR capacity is the cheaper fix. If the pipeline is healthy and the team needs leading, hire a fractional head of sales.

Business development in the public sector

For a supplier to government, business development means bids. Public contracts are advertised on Contracts Finder and, for high-value contracts, on the Find a Tender service; Scotland, Wales and Northern Ireland have their own portals. A BD director decides which frameworks and tenders are worth the effort, and a fractional bid manager writes and runs the bids.

How to hire a fractional BD director

1. Decide where growth should come from

Pick the route before the person: a new sector, a new country, a partner or reseller channel, a handful of large named accounts, or public-sector frameworks. Each needs a different track record. Then decide the days a week you can fund and who the role reports to.

2. Separate BD from sales leadership

If the gap is running a sales team and a forecast, hire a fractional sales director instead. If the business needs one leader across go-to-market as a whole, see fractional GTM leadership. A BD director is the right seat when the problem is opening doors that are not yet open.

3. Test the plan

Ask each candidate for a first-quarter plan for your target market: the accounts or partners they would approach first, why, and what they would stop doing if it did not work. Ask for a partnership or market entry they opened somewhere similar, and call the person on the other side of it. Membership of the Institute of Sales Professionals is one signal among several.

4. Settle the engagement

Agree the days, the outcomes for the first three months, and what the BD director may commit the business to: prices, discounts, partner terms, signatures. Agree whether any pay is tied to results, in writing. If they will work through their own company, check IR35 before the start date (below).

Fractional business development consultant: adviser or leader?

A fractional business development consultant and a fractional BD director can be the same person on different terms. A consultant delivers a defined piece of work, such as a market study, a partner shortlist or an introduction campaign, and then leaves. A fractional BD director holds a seat: named on the leadership team, answerable for results between visits, and managing whoever does the outreach.

The label does not settle the employment status. GOV.UK notes that a person may be an employee in employment law but have a different status for tax purposes. Where the consultant works through their own company, the off-payroll working rules (IR35) may apply. A medium or large client makes the status determination; for a small client outside the public sector, the worker’s own company decides, and HMRC sets out the size tests in its guidance for clients. Some BD consultants work on commission. For an employee, Acas says commission should be in the written statement of employment particulars. For a consultant through their own company, any link between pay and results is a term agreed between the business and the consultant. Write down what counts as a win and when it is paid.

Sales and business development leader: one seat for both jobs

A sales and business development leader owns both halves of new revenue: opening new markets, partners and accounts, and running the sellers who convert them. The combined title is common in smaller businesses that cannot yet fund two senior seats, and in founder-led companies handing over the whole commercial front end for the first time.

The combined seat works while the team is small. It starts to strain when the team needs daily management and the new-market work gets squeezed out, which is usually the moment to split it: a head of sales for the team and a BD director for the new routes. Ask candidates which half they would drop first under pressure; the honest answer tells you which seat they really want.

Either half brings rules with it. Outbound calls and emails to businesses fall under PECR: the ICO’s business-to-business marketing guidance explains that live calls must be screened against the TPS and Corporate TPS, that sole traders are treated as individuals, and that UK GDPR applies to a named contact’s personal data even in a business context. Selling through agents or resellers brings the Bribery Act 2010, whose guidance sets out the procedures a company can use to prevent bribery by the people who act for it.
