What is a fractional bid manager?
A fractional bid manager is a senior bid or tender lead engaged part-time, usually on a rolling or per-bid basis. The seat owns the bid calendar, the go/no-go decision, the response plan and the final document — and in a smaller supplier, the relationship between the people who know the answers and the people who write them.
The regime changed on 24 February 2025, when the Procurement Act 2023 came into force for new UK public procurements (GOV.UK). A fractional bid lead who has worked under the new rules is worth more than one who has not: the notices, the competitive flexible procedure and the transparency requirements all change how a supplier finds and answers opportunities. The language shifts too — the difference between an RFP and a tender matters when you are reading a buyer's documents rather than a private client's.
Many bid teams now run on software as well as people. A bid lead will expect some form of RFP software to manage the answer library and deadlines, and increasingly AI tender software to draft first responses from past submissions. Part of the fractional brief is often choosing and setting up that stack.

Whether you hire a fractional bid manager for the year or a freelance bid manager for one submission, the first job under the new regime is often administrative: getting the business bid-ready. The Procurement Act 2023 moved supplier registration onto Find a Tender, the central digital platform, which GOV.UK's short guide for suppliers says stores a supplier's core business details for use across multiple bids. The supplier registration guide lists what the administrator enters — basic information, connected persons, qualifications, trade assurances, exclusions and financial information — and someone has to own keeping it current.
The second job is the evidence buyers expect. For major central government contracts, PPN 006 asks bidders for a Carbon Reduction Plan as a condition of participation, confirming a commitment to net zero and reporting emissions to a set standard — a document that has to exist, and be published, before the tender arrives. The Procurement Act 2023 guidance documents are written for contracting authorities, but a bid lead who has read them understands how the buyer will run the competition.
