What is a fractional sustainability role?

A fractional sustainability role is a senior sustainability or ESG seat held part-time, on a set number of days a week. The seat has changed shape in the last few years: it used to be a communications and CSR job, and it is now largely a reporting and data job that sits close to finance. The hiring manager is increasingly the CFO, because the disclosures sit in or next to the annual report.

The reporting landscape is the reason the fractional model fits. Large UK companies have reported energy and carbon under Streamlined Energy and Carbon Reporting since April 2019 — the SECR reporting thresholds decide who is in scope. On top of that, the UK has published its own versions of the ISSB standards, UK SRS S1 and S2, and groups with EU operations may also fall under CSRD. Which companies are caught, and when, is set by the UK SRS thresholds and the UK SRS timeline. A business facing its first cycle of any of these needs senior judgement for a defined period, which is exactly what a fractional hire is.

The best candidates can explain the frameworks in plain language, but what they are actually hired for is getting the numbers right: the carbon inventory, the data owners in each function, and a process that survives an auditor asking where a figure came from.

Fractional head of sustainability

Owns the strategy and the reporting calendar. Decides which sustainability reporting standards apply, sets the materiality assessment, and briefs the board. Often converts to a permanent seat once the first reporting cycle is through.

ESG and climate reporting lead

Builds the disclosure itself — governance, strategy, risk management, and metrics and targets, the structure IFRS S2 and its UK equivalent share. Works closely with finance on the connection between climate risk and the financial statements.

Carbon accounting lead

Runs the Scope 1, 2 and 3 inventory, chooses and implements the tooling, and owns the data trail. Much of this seat is a systems decision — the carbon reporting software a business picks shapes how much of the inventory is automated and how much is spreadsheets.

Sustainability in bids and procurement

Public-sector buyers increasingly ask suppliers for a carbon reduction plan and evidence of net zero commitments as part of a tender. A fractional sustainability lead in a supplier business often ends up writing those sections — and working alongside whoever runs public sector tenders on the bid side.

Hiring a part-time head of sustainability — SECR, carbon reduction plans and the inventory behind both

A part-time head of sustainability is usually hired to make one set of numbers stand up in several places at once. For large UK companies and LLPs, the government's environmental reporting guidelines explain the Streamlined Energy and Carbon Reporting requirements — energy use and greenhouse gas emissions disclosed in the annual report — and encourage other companies to report in the same way voluntarily.

The same inventory then feeds procurement. Under PPN 006, suppliers bidding for major central government contracts provide a Carbon Reduction Plan that commits to net zero, reports Scope 1 and 2 emissions and a defined subset of Scope 3, is approved by a director and is published on the supplier's website. PPN 006's template reports emissions in line with the GHG Protocol Corporate Standard, which sets out how a company prepares a corporate-level emissions inventory.

That is why the seat sits close to finance: the carbon figures need the same data owners, controls and audit trail as the financial ones. Typically a head of sustainability, ESG reporting or carbon accounting seat held part-time, a set number of days a week. The core of the work is usually reporting: scoping which frameworks apply, building the carbon inventory, and producing disclosures that stand up to audit.

Commonly SECR for UK energy and carbon reporting, the UK SRS — the UK's versions of IFRS S1 and S2 — and, for groups with EU operations, CSRD. The UK SRS size thresholds and the timeline are the two things most hirers need to understand before writing the brief.
