What is a fractional children's publishing role?
A fractional children's publishing role is a senior creative or commercial seat — art director, publisher, brand or licensing lead — held part-time inside a children's book, illustration or kids' media business. Most of these businesses are small, and most of their work is project-shaped: a new title, a new format, a new partner. A full-time director for each of those is rarely affordable; a fractional one often is.
Much of the work is moving illustrated characters across formats. A picture-book cast has to look, sound and behave the same in an audiobook, an animated short and an app — and somebody senior has to own that consistency. World of Tardy is one example of the shape: a set of illustrated children's books turned into bedtime stories for kids told in audio and video, with a cast of illustrated characters carried from the page into every format. The best candidates for these seats have shipped a character in more than one medium, and can say what they had to change and what they refused to.

Fractional publisher or publishing director
Runs the list — which titles, in which order, in which formats — and the relationships with printers, distributors and retailers. In an independent children's publisher this is often the founder's second job, which is why it gets hired fractionally.
Brand and licensing lead
Takes the characters to partners: toys, apparel, audio platforms, co-productions. Needs the commercial judgement to say no to a deal that would cheapen the world.

Children's character licensing — the IP and children’s-data rules the seat owns
When a picture-book world moves into new formats, the senior children's publishing seat inherits rules the printed page never had to follow. The first is ownership. If illustrations or scripts were commissioned from freelancers, the IPO's guidance on ownership of copyright works says the creator is the first owner of the copyright unless it was agreed otherwise in writing — so before any licence is offered, someone has to confirm the business actually holds the rights to the characters it wants to license.
The second is licensing itself. The IPO's guide to licensing intellectual property explains how a licence gives another party permission to use your IP, and publishes checklists and a skeleton licence to work from. A fractional brand or licensing lead decides what each partner may do with the cast, where and for how long.
The third is children's data and advertising. An app, game or website likely to be accessed by children has to conform with the ICO's Children's code, and marketing addressed to children must follow the CAP Code's rules on children — no exploiting their credulity, no making them feel inferior for not buying.
