What is a fractional membership role?

A fractional membership role is a senior growth or membership seat held part-time. Membership organisations are a natural fit for the model: many are too small to carry a full-time membership director and a full-time marketing director, but their income depends on both, and the decisions that move renewal rates are senior decisions — pricing tiers, the benefits bundle, what the organisation stands for.

The work splits into two halves that most organisations under-resource differently. The first is acquisition — finding and converting people who should be members and are not. The new member acquisition problem in a membership body looks more like B2B marketing than consumer marketing: long consideration, employer-paid fees, and a decision often made by someone other than the member.

The second half is retention, and it is usually where the money is. Every member who lapses has to be replaced before the organisation grows at all, so a fractional hire who moves membership retention is often worth more than one who fills the top of the funnel. Good candidates for these roles can talk about both, and know which one their last organisation was actually short of.

Owns the membership number end to end: proposition, tiers, pricing, renewal journey and the benefits members actually use. In a smaller body this seat is often combined with marketing, and in a larger one it is often bought first as a project from specialist membership consultants before a permanent hire is made.

Membership marketing lead

Runs acquisition campaigns, the joining journey and lifecycle email. Where the organisation would otherwise buy this from a membership marketing agency, a fractional lead is the in-house alternative — or the person who briefs and manages that agency.

Engagement and community lead

Events, content, CPD and the member community — the reasons people stay. Member engagement is the leading indicator for renewal, which is why this seat is often hired alongside the membership director rather than after them.

Commercial and partnerships

Sponsorship, corporate membership and partner income. Here the work overlaps with go-to-market: packaging a benefit for a buyer, pricing it, and selling it — the same discipline a GTM agency applies to a product launch.

Hiring a part-time membership director — renewals, VAT and the rules on subscriptions

A part-time membership director owns the renewal number, and three sets of rules sit underneath it. The first is VAT. HMRC's VAT Notice 701/5 explains that the VAT on a subscription depends on the benefits members get in return, that a package of benefits may need apportioning, and that subscriptions to certain non-profit bodies — professional associations, learned societies, representational trade associations and trade unions among them — can be exempt. Change the benefits bundle and you may change the tax, so pricing decisions need finance in the room.

The second is how members are contacted. Whether a renewal message counts as direct marketing depends on what it says; win-back campaigns and offers are promotional, and the ICO's direct marketing and PECR guidance governs how they can be sent. The third is still arriving: the Digital Markets, Competition and Consumers Act 2024 creates a new regime for consumer subscription contracts — reminders before renewal, straightforward exit and a cooling-off period after certain renewals — and the government's response to its implementation consultation sets out how it will be brought in. Organisations with consumer members should check whether it will catch them.
