Investment policy

Investment leadership · the part-week remit
A fractional chief investment officer provides investment leadership for an agreed share of the working week. The brief defines responsibility for investment policy, portfolio oversight, risk and external managers. This is the investment CIO seat; an information technology CIO leads a different function.

Investment leadership
Begin with the investment process and the decisions delegated to the appointment, then agree the time and support needed to carry them out.
Record the objectives, constraints and decision process the investment leader works within. Identify who approves changes to the mandate.
Specify which portfolios and investment processes the appointee oversees, the information available and the teams implementing decisions.
Set the reporting and escalation arrangements for portfolio risk. Name the decisions retained by the board, trustees or investment committee.
State whether selecting and reviewing external managers belongs in the remit, and how evidence and conflicts will be reviewed.
The acronym
The shared acronym does not make the roles interchangeable. Match the brief to the decisions it owns.
| Chief investment officer | Chief information officer | |
|---|---|---|
| Core remit | Investment policy and the investment process. | Information systems and the technology supporting the organisation. |
| Decisions to specify | Portfolio oversight, asset allocation, external managers and investment risk. | Technology priorities, systems ownership, service delivery and information access. |
| Evidence to request | Comparable investment mandates and explanations of decisions under constraints. | Comparable technology and information leadership responsibilities. |
| Reader route | Use this guide to scope investment leadership. | Use the fractional CIO overview for the technology remit. |
Technology leadership belongs on the fractional CIO page. Company finance leadership belongs on fractional CFO. The CFA Institute role guide describes investment CIO responsibilities.
Illustrative brief
This fictional case illustrates a division of responsibilities. It is not a client engagement or a promise of returns.
Investment leadership
Use a comparable decision and the reasoning behind it, with information the candidate is authorised to share.
Ask which objectives and constraints shaped the work. Separate the appointee’s responsibility from that of the committee, managers and wider team.
Ask what the candidate inspected, which alternatives were considered and what would have changed the recommendation. A confident conclusion is not a substitute for an inspectable process.
Explore how the candidate challenged reporting, recorded unresolved questions and decided which issues needed further work or escalation.
Ask how investment reasoning was communicated to the actual decision-makers, and how responsibility for the next action was recorded.
Illustrative capacity tool
Move the days to calculate an illustrative share of a working week. These are planning inputs, not typical market patterns, availability or a fee estimate.
Best for: Testing whether a bounded review remit fits the available time.
Best for: Testing a broader remit against an explicit part-week allocation.
Best for: Testing temporary capacity while the organisation changes its arrangements.
2 days for you, the rest for others.
The grid illustrates the days allocated to your company and the time outside that allocation. Agree who owns the work between those days; the other client labels are illustrative.
Investment leadership
The working pattern should follow the mandate’s continuity needs. Assign the work outside the fractional allocation explicitly.
Name who supplies current reports, reconciles inputs and makes them available through approved systems.
Identify the people who implement decisions and maintain the day-to-day process. Oversight capacity does not replace them.
Name the person or committee that handles an urgent matter and the authority they hold between sessions.
Keep the mandate, decisions and open questions available to the appropriate successor or continuing team.
Before the appointment
Agree the mandate, authority, support and continuity before deciding whether the proposed time allocation is sufficient.
For hiring teams, discuss the role brief. For candidates, browse fractional jobs and assess the remit on the individual vacancy. This guide does not assert that an investment CIO vacancy is currently on the board.
Agree the investment mandate before agreeing the days.
Questions
A named investment leader appointed for an agreed share of working time. The mandate should define responsibility for investment policy, the investment process, portfolio oversight and any external managers, alongside the decisions and approvals retained elsewhere.
No. The investment CIO remit concerns investments and the investment process. The information CIO remit concerns information systems and technology. Use the fractional CIO guide for the technology role.
Compare the actual mandate. A named appointment and a service provider can have different responsibilities, support teams and delegated authority. The label alone does not establish which decisions either may make.
No. Document the authority actually granted under the mandate, the approvals retained elsewhere and who implements decisions. Do not infer discretion from the CIO title or a part-week working pattern.
This page explains the remit. It does not claim a current investment CIO vacancy. Browse the fractional jobs board and check each advertised role; technology CIO listings describe a different seat.
We do not publish a verified investment-CIO rate band here. Define the scope, working pattern and authority, then compare actual proposals on the same basis. Technology CIO and CFO rates are different seats and should not be substituted.
