How to hire an interim head of operations

1. Define the mandate and its end

Say what the interim must deliver and by when: a stable service, a cleared backlog, a new site running, a handover to a permanent hire.

A mandate with an end date is easier to price and to judge.

2. Decide how the interim will be paid

PAYE through an agency or umbrella company, or a limited-company rate: settle it before you go to market, because it changes the rate candidates quote and who carries the employment taxes.

GOV.UK sets out the rights of agency workers, who have a contract with an agency but work temporarily for a hirer.

3. Match the record to the mandate

Ask for outcomes from comparable assignments: service levels on arrival and on exit, the cost taken out, the change that went live.

A financial services back office and a fulfilment centre need different records.

On a site with physical risk, the HSE’s guidance on managing health and safety is the starting point.

Where the operation is certified, ISO 9001 is the international standard for quality management.

Interim pay and IR35: who decides, and what it changes

For an interim who works through their own company, tax status turns on how the engagement runs, not on the title or the contract alone.

Under the off-payroll working rules (IR35), a medium or large client makes the status determination; for a small client outside the public sector, the interim’s own company decides.

The rules apply contract by contract, so one interim can have engagements on both sides.

For custodians and fund administrators, Robert Walters prints an open-ended £900 or more a day; for brokerage and trading houses, £750 or more; for other third parties, £600 or more.

Outside financial services, the published evidence is thin.

IT Jobs Watch found a median of £650 a day in IT-sector contract ads over the six months to 5 October 2026, from only 7 daily rates; the middle half ran from £510 to £844, and the median outside London was £838.

At Robert Walters’ £1,050 asset management average, 220 days would bill £231,000; at the IIM’s all-function average of 148 days billed in a year, it bills £155,400.

At IT Jobs Watch’s £650 median, the same figures are £143,000 and £96,200.
