How to hire an interim head of engineering

1. Define the mandate and its end

Say what the interim must deliver and by when: a stable release cycle, a recovered delivery plan, a hired team, a handover to a permanent head of engineering.

A mandate with an end date is easier to price and easier to judge.

The government’s Digital and Data capability framework sets out the software developer levels up to lead developer, a useful scale for the team the interim inherits.

Its Service Standard asks for a multidisciplinary team and agile ways of working, a fair benchmark for a delivery recovery.

2. Decide IR35 status at the start

If your business is medium or large, you make the status determination for the engagement and give the interim your reasons.

Settle it before you go to market, because it changes the rate candidates quote.

3. Match the record to the mandate

Ask for outcomes from comparable assignments: release frequency before and after, an incident they ran, a team they grew.

If security in the delivery pipeline is part of the brief, the NCSC’s secure development and deployment guidance is a useful checklist to interview against.

Many employers map engineering roles to SFIA, the Skills Framework for the Information Age, and BCS Chartered IT Professional registration is an independent signal of standing.

Interim pay and IR35: who decides, and what it changes

Tax status turns on how the engagement runs, not on the title or the contract alone.

Under the off-payroll working rules (IR35), a medium or large client makes the status determination; for a small client outside the public sector, the interim’s own company decides.

The rules apply contract by contract, so one interim can have engagements on both sides.

It shows in the rates.

The IIM’s 2026 survey puts the average interim day rate at £949 outside IR35 and £830 inside, across all functions.

A PAYE rate, like Robert Walters’, is paid through payroll, so it is not directly comparable with an outside-IR35 rate.

Outside London the median is £663.

The middle half of advertised rates runs from £675 to £1,125, so the top of the market pays well over the median.

In London it puts a VP of Engineering at £850–£1,300 a day, a head of development at £850–£1,250 and a software engineering manager at £800–£1,100.
