For a director-level role, Exec Capital says most businesses look for a CIPD Chartered Member or Chartered Fellow.

The CIPD’s membership levels describe the Chartered Fellow grade as for highly experienced professionals influencing at senior levels.

The model is spreading among interims too.

The Institute of Interim Management’s 2026 survey found that 25% of its respondents’ last assignments were delivered fractionally, across all disciplines.

An HR director can also be employed part-time on a salary; a part-time employee must not be treated less favourably than a comparable full-time one (GOV.UK).

Rate is not income: what a fractional HR director keeps

The day rate is what the client pays, not what the HR director takes home.

Most fractional HR directors invoice through their own limited company and take money out as a salary through PAYE and as dividends from profit, after Corporation Tax.

Out of the same income they fund their pension, holidays, insurance and the days they do not sell.

Tax status changes the number too.

Under the off-payroll working rules (IR35), a medium or large client makes the status determination; for a small client outside the public sector, the HR director’s own company decides.
