Where a permanent hire becomes cheaper.

Move the day rate and the days a week: the rising line is a month of part-week cost, the flat line a permanent hire’s month. Where they cross, the seat should go full-time.

03/ the role

Financial Controller vs Finance Director vs CFO

Understanding where Financial Controller sits in the UK finance hierarchy is crucial for getting the right level of support:

Controller or CFO?

A financial controller owns the accuracy of the numbers — close, controls, compliance and reporting — while a CFO owns what the company does with them.

Most companies need the controller first and reach for the CFO later, and hiring in the wrong order is the most common and most expensive mistake on this ladder.

ICAEW is the relevant professional body, and engagements through a personal company fall under HMRC's off-payroll working (IR35) rules.

Compare with fractional CFO jobs UK and fractional finance jobs UK.

04/ scope

What a fractional Financial Controller does

They run your finance function part-time: monthly management accounts and the month-end close, cash-flow reporting, budgeting and forecasting, financial controls and policies, statutory compliance (VAT, corporation tax, Companies House, FRS 102), audit preparation, payroll and AP/AR oversight, and supervision of the finance team.

Many also lead a finance-systems implementation — Xero, Sage, NetSuite or Dynamics.

Most are ACA, ACCA or CIMA qualified with significant senior finance experience, often having previously been a Financial Controller, Group Accountant or senior Management Accountant.

How to hire a fractional Financial Controller

If you're looking to hire a financial controller but can't justify a full-time salary, the fractional route gives you the same ACA/ACCA/CIMA-qualified capability at 1–3 days a week.

Define your finance function needs (reporting, controls, compliance), check the hierarchy table below to confirm FC is the right tier, and budget against Accountancy Capital’s published day rates of £450–£650 (London and South East) or £400–£550 (regional).

12/ recruitment

Financial controller recruitment — permanent, interim or fractional

Financial controller recruitment starts with the route, not the job advert.

A permanent controller is your employee: you must check their right to work before they start and take on the usual employer duties.

An interim or fractional controller who works through their own company is engaged under a services contract, and the off-payroll rules decide who sets the tax position — medium and large private-sector clients make the determination; for small clients it stays with the controller's company.

Then design the assessment around the work.

The CIPD's guidance on selection methods recommends structured interviews — the same questions, in the same order, scored against criteria agreed in advance — backed by a skills-based task.

For a controller, that task might be walking through their last month-end close or a set of management accounts they own.

Check the qualification at source, not from the CV: ICAEW membership verification and the ACCA member directory both let you confirm membership status.

Our part is narrow and stated up front: a shortlist of 3–5 fractional controllers, each through the five-stage vetting we describe, and an IR35 position set out on the brief.

If the brief turns out to be strategic rather than operational, you may need a fractional finance director or someone from fractional CFO jobs instead.

13/ SMEs

A financial controller for SMEs

A financial controller for an SME owns the books so the owners can trust them.

The legal floor is set by the Companies Act: every company must keep adequate accounting records — enough to show and explain its transactions and to disclose its financial position with reasonable accuracy at any time.

From those records the company must prepare statutory accounts and a Company Tax Return to Companies House and HMRC deadlines, and a VAT-registered business must keep digital records under Making Tax Digital.

Above that floor sits the management information.

The British Business Bank's small business finance management guide describes monthly management accounts with KPIs, profit and loss, cash position and balance sheet — the pack a fractional controller should deliver every month, on a fixed timetable.

An outsourced controller from an accountancy firm and a fractional controller can cover similar ground; the difference is whether one named person sits in your team and answers for the close.

Either way the directors remain legally responsible for the records and accounts.

If your business counts as a small client under the off-payroll size tests, the controller's own company decides IR35 status — but you must still confirm your size if asked.

Our IR35 guide explains the split, and HMRC's CEST tool helps test a specific engagement.

14/ temporary

Temporary financial controller — cover, contract and handover

A temporary financial controller covers the controller's seat for a set period: parental leave, a departure before the permanent hire starts, a year-end or audit, or a systems change.

Usually that means an interim controller — full-time, for a fixed term.

If the need is a day or two a week with no end date, the fractional controller this page describes fits better.

The contract route matters.

A fixed-term employee's contract ends on a set date or when a task is complete, and GOV.UK gives maternity cover as an example (fixed-term contracts); they must not be treated less favourably than comparable permanent staff (fixed-term employees' rights).

An agency temp has their contract with the agency, not with you (agency workers).

A controller working through their own company is a contractor, and IR35 status depends on how the engagement runs in practice.

Set the term around the finance calendar — a month-end, the year-end, the audit — and agree what gets handed back: reconciliations, the close timetable, and open audit points.

If the gap is above controller level, look at an interim finance director for full-time cover or a fractional finance director for part of the week.

Our part, for an interim or fractional controller: a shortlist of 3–5 with day rate, availability and IR35 position set out.

15/ outsourced or fractional

Outsourced financial controller — virtual, remote or fractional?

Read this sectionClose this section

An outsourced financial controller usually comes as part of an accountancy firm's service: the firm does the close and the reporting, and who does the work each month is the firm's call.

A fractional controller is one named person who joins your team for a set number of days and answers for the numbers.

A virtual financial controller is either of these, delivered mostly remotely on cloud accounting software — the label says where the work happens, not who is accountable for it.

Check the level too.

A fractional accountant or bookkeeper keeps the ledgers and prepares the returns; a controller owns the close, the controls and the management accounts, and supervises whoever does the transactions.

If your records are clean and the need is processing, you may not need a controller yet.

Cloud accounting lets most of the close run remotely.

We shortlist fractional controllers across the UK, so a remote financial controller in North West England, or an outsourced financial controller in North West England working alongside your own team, is as easy to brief as one in London.

Say in the brief how often someone needs to be on site — audit fieldwork, stock counts, a systems go-live — and each candidate's availability is set out on the shortlist.

16/ questions

Fractional Financial Controller FAQ

The questions people ask before bringing in a fractional Financial Controller.

A Financial Controller owns the books — month-end close, management accounts, controls, statutory compliance and the finance team. A Finance Director is more commercial and strategic, partnering with leadership on the numbers and engaging the board. A CFO operates at board level on strategy, fundraising and investor relations. In ascending order of seniority and rate: Controller → Finance Director → CFO. Many businesses start with a fractional Controller and add an FD or CFO as they scale.
Accountancy Capital’s 2026 market report puts fractional Financial Controller day rates at £450–£650 in London and the South East and £400–£550 regionally, rising to £550–£750 and £475–£650 for regulated or complex work. On retainer, the same report puts one day a week at £1,800–£2,800 a month in London (£1,600–£2,400 regionally) and two days at £3,500–£5,500 (£3,200–£4,600). That's deliberately below fractional Finance Director and CFO rates, because the role is operational finance leadership rather than board-level strategy — and at two days a week it costs less than a full-time Financial Controller.
Choose a fractional Financial Controller when your finance has outgrown a bookkeeper — you need accurate reporting, proper controls and compliance — but you don't yet need board-level strategy or fundraising. If the core need is strategic finance, investor relations or a raise, that's a fractional Finance Director or CFO. Many growing businesses run a Controller for the operational work and add FD/CFO strategy on top.
Most are ACA, ACCA or CIMA qualified with significant senior finance experience, often having previously been a Financial Controller, Group Accountant or senior Management Accountant. The fractional model lets a growing business access that qualified expertise without a full-time salary.
Yes — most fractional Financial Controller work runs remotely or hybrid. Cloud accounting (Xero, Sage, NetSuite) means the close, reporting and controls can be run from anywhere, with occasional on-site time for audits, board meetings or systems work. Remote and hybrid arrangements are standard across UK fractional finance.
It depends on how the engagement runs in practice, not on the title. Where the client is medium or large, the client makes the status determination. The IR35 position is set out on every brief.
You brief us on the finance function you need covered and the days per week. We come back with a shortlist of 3–5 fractional controllers, each with day rate, availability and IR35 position set out.
Define your finance function needs (reporting, controls, compliance), assess whether you need operational FC or strategic FD level, budget against Accountancy Capital’s published £450–£650/day (London and South East) or £400–£550/day (regional) for 1–3 days/week, and engage through specialist fractional recruiters who understand finance markets and qualification requirements (ACA/ACCA/CIMA).
A Finance Manager handles day-to-day finance operations — ledgers, payroll, basic reporting — often reporting into a Controller or acting as the senior finance person in a very small business. A Financial Controller is a step up: qualified, owning the close, controls, compliance and the team. If you need ownership of reporting accuracy and controls, that's a Controller; if you need the transactional engine run, that's a Finance Manager.
Permanent financial controller recruitment hires an employee, so you run right to work checks and take on employer duties. A fractional controller usually contracts through their own company, so the question becomes IR35: a medium or large client makes the status determination, and it depends on how the engagement runs in practice. The assessment is the same either way — a structured interview and a practical task, as the CIPD recommends in its selection methods guidance. We come back with a shortlist of 3–5.
When the business needs more than a bookkeeper can give: records that meet the Companies Act duty to keep adequate accounting records, statutory accounts filed on time, VAT kept under Making Tax Digital, and monthly management accounts the owners can act on. A fractional financial controller for an SME covers that at a few days a month or a week. If the need is board strategy or a raise, look at a fractional finance director instead.
A temporary financial controller is usually an interim controller: full-time for a fixed term, covering leave, a vacancy, a year-end or a systems change, then handing back. They are engaged on a fixed-term contract, through an agency, or through their own company, where IR35 status depends on how the engagement runs in practice. For cover above controller level, see interim finance director roles.
Count the work first. If the close, the management accounts, the controls and the team fill five days a week, every week, a full-time controller is the better answer. If they fill one to three days, or the load peaks around month-end and the audit, a fractional controller covers it without a full-time salary. Part-time financial controller recruitment runs the same assessment as a permanent search — a structured interview and a walk-through of a close the candidate has owned — but the contract is usually with the controller's own company, so the IR35 position matters. We come back with a shortlist of 3–5, each with day rate, availability and IR35 position set out.
Yes. Some businesses need a controller only around the month-end close and the board pack; others need one or two days a week while a finance system goes in. Agree in the brief which days are fixed (usually the close) and which can flex. Below that level, a bookkeeper or part-time accountant may be enough — see outsourced, virtual or fractional above.
Yes. We shortlist fractional controllers across the UK, including the North West, for remote or hybrid engagements. Cloud accounting means most of the close and reporting can run remotely; put the on-site days — audit, stock counts, a systems go-live — in the brief, and each candidate's availability is set out on the shortlist.
We shortlist UK-wide, for hybrid or remote engagements, so the town sets the on-site days rather than who is on the shortlist. Put in the brief how often someone needs to be at your site — month-end, audit fieldwork, stock counts — and each candidate's availability and IR35 position is set out on a shortlist of 3–5. Most of the close and reporting can run remotely on cloud accounting software.
