What is a fractional CTPO?

A CTPO — Chief Technology and Product Officer — is one executive who owns both engineering and product.

The CTO seat and the Chief Product Officer seat, merged, reporting to the CEO.

CPTO (Chief Product and Technology Officer) is the same role with the words reversed; there is no standards body, both spellings appear in job ads, and the ordering signals emphasis at most. Read the mandate and the org chart, not the letters.

Why the seat exists. In most startups the decision about what to build and the decision about how to build it are the same decision.

Routing them through two peers turns every prioritisation call into a negotiation.

One owner makes the trade-off directly — they already know what the architecture can absorb when they sequence the roadmap.

Fractional, specifically, means that judgement at 1–3 days a week rather than a full-time package — appropriate when the company needs the decision-making seniority but does not yet have five days a week of it.

When a CTPO fits, and when it doesn't

It fits where the product is the technology — SaaS and AI platforms — and where product and engineering keep escalating conflicts to the CEO.

Practitioners — AmazingCTO and UK consultancy Hyperact among them — consistently place the sweet spot at roughly 20 to 300 people with one main product line, and describe organisations splitting the seat back into a separate CTO and Chief Product Officer beyond roughly 300 to 500 people, on multiple product lines, or where compliance becomes a full-time leadership need.

It fits badly as a cost-saving measure, and this is the most common mistake.

Merging the titles does not merge the work. A CTPO who genuinely owns both still needs a strong VP of Engineering and a strong head of product underneath.

The model earns its keep through faster, better-aligned decisions — not a smaller payroll.

What a fractional CTPO owns

The product half: discovery, prioritisation, and the roadmap the rest of the business plans against — what gets built, in what order, and why.

The technology half: technical strategy, architecture, platform choices, and the reliability the product depends on.

The seam between them, which is the actual reason the seat exists.

Because one person owns both inputs, the roadmap and the engineering plan are the same plan rather than two documents reconciled in a meeting.

What it does not own: go-to-market and demand (that is a fractional CMO), revenue (a fractional CRO), and internal enterprise IT where a separate CIO exists.

How to hire a fractional CTPO

Ask every candidate which half is their home discipline — product or engineering — and how they intend to staff the other.

An honest CTPO answers immediately; the ones who claim equal depth in both are the ones to probe hardest. Then check you have, or will fund, the VP underneath the half they are not.

Chief product and technology officer — the duties that come with owning both halves

A chief product and technology officer — CPTO, or CTPO — holds the two decisions that most shape a software company's risk: what gets built, and how it is built. That makes the seat, fractional or not, the natural owner of two obligations that tend to fall between product and engineering when the roles are split.

The first is secure development. The government's Software Security Code of Practice, co-designed with the NCSC, sets out what software vendors are expected to do to reduce supply-chain attacks and resilience incidents — from how software is developed and maintained to how vendors communicate with their customers. It is voluntary. A fractional CTPO decides which of its principles the roadmap adopts, and when, because each one is a product decision and an engineering decision at once.

The second is privacy. The UK GDPR makes data protection by design and by default a legal requirement: as the ICO explains, it has to be considered from the design stage and through the lifecycle of every system and feature. When one executive owns both the roadmap and the architecture, that happens in the same meeting as the build decision rather than in a review afterwards.

What a CTPO rarely owns in depth is security operations. If the business needs a security programme run week to week, pair the seat with a fractional CISO. If either half has become a full-time job, split it back into a fractional CTO and a fractional CPO.

Usually not, and hiring one for that reason is the most common mistake. Combining the titles does not combine the work — a CTPO who genuinely owns both still needs a strong VP of Engineering and a strong head of product underneath. The model earns its keep through faster, more aligned decisions, not a smaller payroll. If the goal is to pay for one chief instead of two, you generally end up paying for one chief plus the two VPs you pretended you did not need.

No UK salary guide we reviewed publishes a CTPO or CPTO band, so we will not invent one. The closest proxy is the fractional or contract CTO/CPO rate: Hyperact puts that at £800–£1,500 per day in the UK (2024). For full-time cover, Exec Capital's 2026 guide puts an interim CTO at £800–£1,800 per day. US CPTO compensation is published — $350,000–$650,000 base plus 30–50% bonus (Christian & Timbers, 2024) — but that is a US private-equity sample in dollars and does not transfer.

The most-cited figure comes from executive search firm Christian & Timbers, which reported in a September 2024 release that demand for the CPTO role surged by over 110% from late 2023 to the first half of 2024, based on its interactions with more than 100 venture-capital and private-equity-backed managing partners. Note the window: that is 2023–2024 data, not current-year, and at least one secondary source restates it with the wrong years. The same release projects the role appearing in half of software companies within five years — a vendor projection, not a measurement.

Reportedly yes. Mind the Product (August 2026), citing Live Data Technologies, reports the ratio of CPTOs in the US versus Europe weighs more towards Europe. The explanation offered is that UK and European product management evolved from project-manager and product-owner roles rather than the Silicon Valley 'purist' product track, which makes the combined title easier to justify here. No percentage is published, so none is quoted.

For the decisions, usually yes: a CPTO owns how the product is built, so secure development — the practices in the government's Software Security Code of Practice — and data protection by design sit with the seat. Running security operations week to week is a different job — if you need that too, pair the CTPO with a fractional CISO.

Hire a single CTPO when product and technology decisions are inseparable and speed matters more than depth — early-to-growth-stage SaaS and AI platforms. Split into a dedicated CTO and Chief Product Officer once either half is a full-time job on its own: large engineering organisations, regulated platforms, or a product portfolio broad enough that one leader can no longer hold both at depth.
